قرر قاضي التحقيق بالمحكمة الابتدائية بطنجة قبل قليل إيداع المسؤول عن “المصنع السري”، السجن المحلي على خلفية البحث معه حول الفاجعة التي أودت بحياة 28 عاملا غرقا. وأحيلت القضية مباشرة على محكمة الاستئناف التي قضت بعدم الاختصاص، لتتم إحالة القضية على النيابة العامة بالمحكمة الابتدائية التي التمست من قاضي التحقيق فتح تحقيق إعدادي في مواجهة المعني بالأمر.
